The Office of the State Fire Marshall (OSFM)- the agency charged with regulatory oversight for many of pipelines. This public hearing is to gather public input on draft regulations as directed by AB 864.

AB 864 directs the OSFM to develop regulations that require operators of pipelines near environmentally sensitive areas in the coastal zone to submit a plan to retrofit pipelines to the OSFM by July 1,2018 and complete the retrofit by January '1,2020, with the best available technology.The operator will be charged with conducting risk assessment to determine which technologies will prevent and reduce the amount of oil spilled on their oil lease sites.
