The county is updating the document that governs all land use for the next 20 years. That process requires an Environmental Impact Report (EIR), and the "scoping" phase is when the public gets to weigh in on what should be part of the EIR.
HERE is the County's "Notice of Preparation" and technical information about the scoping phase.
Jan 30 is the public hearing, at the Government Center in the "multi-purpose public conference room" or you can submit written comments no later than February 19 at 5pm to:
