Public Hearing: City of Ojai Appeal of Bentley Oil Permit Renewal

The City of Ojai has filed an appeal of Ventura County's approval of a 20 year permit extension for oil and gas extraction at a pad accessed by Creek Road behind Soule Park Golf Course. The site is low producing, has many long idle wells and was the site of a storage tank explosion in 2008. NEWS story HERE.

PHOTO: an example of a natural gas flare to dispose of gas that is not processed for sale. A continually burning "pilot" flare is always emitting some level of pollutants and then when there is gas to burn the flame of the flare gets bigger. Ventura County has a provision in the non-coastal zoning ordinance that requires restrictions on the use of flares instead promoting the use of pipelines for to move natural gas from the site for processing and ultimate sale. 

While all flares are required to be permitted under the Air Pollution Control District (APCD) those permits do NOT track emission contents or levels from: continually burning pilots, "emergency" or "unplanned" flaring and in fact unplanned flaring has no limits.
